Compulsory insurance for employers

OSRNS: how to insure employees against workplace accidents

Compulsory insurance of employees against accidents in the course of their work duties (OSRNS) is one of the main types of compulsory insurance in Kazakhstan. If an employee is injured or killed while performing work duties, the compensation is paid by the insurance company, which significantly reduces the burden on the employer's budget. Rates are set by law, but insurers' service terms differ — on Insurance Center you can compare them and sign a contract online.

Who it is for

The contract must be concluded by employers — companies and individual entrepreneurs with hired employees. The contract term is 12 months; if the employer has been operating for less than a year, the contract is concluded for the period of that activity.

What the law provides

  • The sum insured is not less than the annual payroll
  • An employee's income is counted up to 10 minimum wages (MW) per month
  • 22 occupational risk classes with rates from 0.12% to 2.96%
  • The minimum premium is 1 MW, which is 85 000 ₸ in 2026

Rates by occupational risk class

The class is determined by the main type of economic activity. The more dangerous the industry, the higher the class and rate as a rule, although rates do not strictly increase with the class number. A few examples:

What affects the cost

The premium is calculated as the annual payroll multiplied by the class rate. For example, with an annual payroll of 60 000 000 ₸ and class 5, the base premium is 312 000 ₸. If the result is below one MW, the minimum premium of 85 000 ₸ applies: for example, with class 1 and a payroll of 30 000 000 ₸ the calculation gives 36 000 ₸, so 85 000 ₸ is payable and the sum insured increases proportionally.

When calculating the payroll, each employee's salary is counted at no more than 10 MW per month — 850 000 ₸ in 2026. If the director earns more, only this part is included. Adjustments are then applied to the premium:

  • Correction factor from 1 to 4. Applied if there were accidents through the employer's fault in the three years before the contract. It counts victims with a permanent loss of occupational working capacity of 30% or more, or fatalities; the value depends on their average annual number and the total headcount.
  • Discount of up to 10%. The insurer may grant it if there have been no insured events in the last three years.

Please note. If the payroll or risk class changes during the year, the premium is recalculated in proportion to the remaining term. Inform the insurer of such changes so that employees stay insured for the full amount.

When a claim may be refused

A payout may be refused if the event is not related to the performance of work duties, was caused by the employee's own intentional actions, if the accident is not confirmed by an investigation report, or if the information in the documents is false. The procedure for investigating and recording workplace accidents is set by the legislation of Kazakhstan.

What to do in an insured event

  1. Arrange first aid for the injured person and transport to a medical facility.
  2. Preserve the scene of the incident if this does not endanger people.
  3. Notify the insurer and the authorities that must be informed by law.
  4. Carry out an investigation and draw up an accident report.
  5. Submit the report, medical documents and a claim application to the insurer.

How to choose an insurer

Since OSRNS rates are set by law, insurers differ in other ways: willingness to give a discount for a claims-free record, speed of document review and the quality of support for injured employees. For companies with a high risk class, the insurer's experience in settling workplace injury claims is especially important.

If there are several activities, the main one is used; if they are evenly split, the higher class applies. For a branch with a different activity, the premium may be calculated separately using its own class within the same contract.

Under Kazakhstan law, the contract must be concluded by the employer, i.e. a company or a sole proprietor with hired staff. The insured persons are the employees who have an employment relationship with the employer.
