OGPO VTS — compulsory motor insurance

Compulsory motor third-party liability insurance (OGPO VTS) protects road users: if you cause a road accident, the damage to the injured parties is paid by the insurance company, not out of your own pocket. On the Insurance Center website, just enter the car's licence plate and your IIN — the policy price is calculated online, and you can pay for it right on the site.

Who must be insured

All owners of vehicles registered in Kazakhstan — both individuals and legal entities — must take out an OGPO policy. This applies to cars and trucks, buses, motorcycles and trailers. The contract is concluded for up to one year and must be in force for the entire time the vehicle is in use. Driving without a valid policy is an administrative offence, and an uninsured driver at fault in an accident compensates the injured parties personally.

What affects the price

OGPO rates are set by the state and are the same for all insurance companies, so the price is identical for the same parameters. It depends on:

Certain categories of citizens, such as pensioners and persons with disabilities, are entitled to discounts by law. It is best to check the conditions for applying them with a manager.

Electronic policy and verification in the ESBD

The policy is issued electronically and is immediately entered into the Unified Insurance Database (ESBD). You don't need to carry a paper copy: police officers check your insurance in the database. You can check your policy on the e-government portal or on the ESBD website. It also shows your bonus-malus class — if it is incorrect, contact your insurer.

Add everyone who drives the car to the policy

If the car is driven by someone not listed in the contract, the insurer, after paying the injured parties, has the right to claim reimbursement from the person at fault. You can take out a policy with an unlimited number of drivers — it costs more but is convenient if many people use the car.

When the insurer can recover the payout from the person at fault

Injured parties receive compensation in any case, but after paying out, the insurance company has the right to bring a recourse claim against the driver at fault. As a rule, this is possible if the driver:

  • was driving under the influence of alcohol, drugs or toxic substances;
  • did not have the right to drive the vehicle;
  • left the scene of the accident;
  • caused the harm intentionally.

Validity and renewal

Keep track of your policy's expiry date: after it, the car is considered uninsured even if you are not using it. It is convenient to renew in advance — the calculation on Insurance Center takes a couple of minutes, and the new policy takes effect from the date you choose. When a car is sold, the previous owner's contract terminates and the new owner takes out their own policy. If you have bought a car, do not drive it without insurance, even for a short distance.

What to do after an accident

  1. Stop, turn on the hazard lights and set up the warning triangle.
  2. If anyone is injured, call an ambulance and the police.
  3. If no one is injured and the parties agree on the circumstances, the accident can be documented without the police by filling in a joint accident notice (European accident statement), provided the conditions set by law are met.
  4. Photograph the scene and the damage, and exchange policy details with the other party.
  5. Notify your insurance company of the accident as soon as possible, within the time limit set by law and the contract.
